About LOSSAN
The Los Angeles-San Diego-San Luis Obispo (LOSSAN) rail corridor is the economic lifeline for the San Diego region and serves as a crucial link for national and international commerce. The LOSSAN corridor transports approximately 8 million riders and $1 billion worth of goods annually, the equivalent of about 540 truckloads per day. Additionally, as part of the Strategic Rail Corridor Network (STRACNET), the corridor plays a vital role in our nation’s defense by providing direct rail access to several key military bases throughout San Diego County.
About the San Diego Regional Rail Alignment Study
In summer 2020, in response to recent erosion and the threat of sea-level rise due to climate change, SANDAG, alongside agency partners, the North County Transit District (NCTD), the California Department of Transportation (Caltrans), and the United States Department of Transportation (US DOT), commissioned the San Diego Regional Rail Corridor Alternative Alignment and Improvements Conceptual Engineering Study (SD-LOSSAN) for the San Diego section of the LOSSAN rail corridor.
The San Dieguito to Sorrento Valley Double Track portion of the study refined the alternative rail alignments proposed in a previous conceptual alignment study completed by SANDAG in 2017 to improve speed, capacity, and the safety of future rail service. This portion of the study evaluated strategies to move the tracks completely off the Del Mar Bluffs to support long-term infrastructure and service investments as part of a balanced transportation network. These potential alignments include a tunnel segment.
The $5 million study began in summer 2020 and was completed in late 2023. SANDAG is beginning the preliminary engineering and environmental phase for the SD LOSSAN Rail Realignment (SDLRR) project and working towards a final environmental document in 2026. Public outreach and community engagement ramped up in late summer 2023 and will continue through 2026.
The LOSSAN rail corridor is a key component of SANDAG’s Regional Plan efforts for a high-speed, high-capacity, frequent transit service network that connects major residential areas with employment centers and local attractions.
